Profile
Free Legal Aid for Low-Income Taxpayers
The Oregon Law Center (OLC) Tax Clinic is a vital non-profit legal resource located in the heart of Downtown Portland. Part of the larger Oregon Law Center network, this dedicated Low Income Taxpayer Clinic (LITC) provides free legal representation to individuals and families who are facing disputes with the Internal Revenue Service (IRS) but cannot afford a private attorney. Founded with the mission to achieve justice for low-income communities, the clinic ensures that the tax system is fair and accessible to everyone, regardless of their financial status. The attorneys and staff at the clinic are experts in tax controversy, helping vulnerable Oregonians navigate the complex and often intimidating federal tax system.
Specialized Tax Services
The clinic focuses exclusively on resolving controversies with the IRS, offering a lifeline to those facing financial hardship due to tax issues.
- IRS Audits and Appeals: Representing clients during examinations to ensure their rights are protected and that tax liabilities are assessed correctly.
- Debt Collection Defense: Assisting individuals facing wage garnishments, bank levies, and property liens, often by negotiating alternatives like Offers in Compromise or Currently Not Collectible status.
- Innocent Spouse Relief: Helping clients who have been unfairly held responsible for the tax debts of a current or former spouse.
- Identity Theft: Resolving cases where a taxpayer’s identity has been used to file a fraudulent return, a growing problem that can delay legitimate refunds for years.
- Earned Income Tax Credit (EITC): appealing denials of vital refundable credits that many low-income families rely on for survival.
Mission-Driven Advocacy
The Oregon Law Center Tax Clinic operates on a philosophy of dignity and respect. They understand that tax problems often intersect with other issues like housing instability and employment challenges. Services are provided completely free of charge to qualifying clients (generally those with income at or below 250% of the federal poverty guidelines). The clinic is also a champion for those with limited English proficiency, offering services in Spanish and utilizing interpreters for other languages. By engaging in community education and systemic advocacy, the OLC works to fix the root causes of tax injustice.
"Justice shouldn’t depend on how much money you have. We level the playing field against the IRS."
Clients are seen by appointment only to ensure privacy and dedicated attention. The clinic’s work not only resolves immediate financial crises but also educates taxpayers on their rights and responsibilities, empowering them for the future.
