The Philadelphia Commission on Human Relations (PCHR) is the official civil rights agency for the City of Philadelphia. Established by the City's Home Rule Charter in 1951, the PCHR is dedicated to enforcing laws that prevent discrimination and to fostering positive intergroup relations throughout our diverse communities. We are not a private law firm, but a neutral government body empowered to investigate and resolve complaints of illegal discrimination. Our jurisdiction covers a wide range of protected classes, including race, color, religion, national origin, ancestry, sex, gender identity, sexual orientation, age, disability, marital status, and source of income, among others.
