Civil Rights and Non-Discrimination
The Bureau of Equal Opportunity (BEO), located within the Health and Welfare Building in Harrisburg, serves as the civil rights compliance arm of the Pennsylvania Department of Human Services (DHS). This bureau is dedicated to ensuring that all individuals have equal access to the department’s programs, services, and employment opportunities without regard to race, color, national origin, age, disability, or sex. The BEO enforces federal and state non-discrimination laws, including Title VI of the Civil Rights Act and the Pennsylvania Human Relations Act, across all facilities and agencies licensed or regulated by DHS.
Compliance and Complaints
The primary function of the Bureau is to investigate and resolve complaints of discrimination filed by clients, employees, or the general public. They provide oversight to ensure that county assistance offices, youth development centers, and contracted providers adhere to equal opportunity standards. The office also manages the Limited English Proficiency (LEP) program to assist non-English speakers. Individuals who believe they have faced discrimination in receiving services or benefits can file a formal complaint directly with this office. Staff are available to guide complainants through the process and conduct impartial investigations.
Location and Access
The Bureau is situated in the Health and Welfare Building, a major state government facility near the Capitol Complex. Access to the building is controlled, and visitors must pass through security screening, including metal detectors. Valid photo identification is required for entry. While the Bureau handles administrative and investigative matters, it is not a direct service center for public benefits application (such as SNAP or MA); those services are handled by County Assistance Offices. This location is primarily for civil rights administration and policy enforcement.
