Overview
Independent Oversight of Chicago Police
The Civilian Office of Police Accountability (COPA) is an independent City of Chicago agency tasked with the intake and investigation of allegations of misconduct against members of the Chicago Police Department (CPD). This agency was established to provide robust civilian-led oversight and to build trust between the community and the police. 🕵️♀️ COPA is a critical component of the city’s accountability infrastructure, separate from the police department itself. It is the primary body for citizens who wish to file a complaint regarding specific types of serious misconduct. This Government Agency is charged with conducting fair, timely, and thorough investigations to determine if misconduct occurred and to recommend corrective action to the CPD.
Jurisdiction and Types of Investigations
COPA’s investigative authority is defined by city ordinance and is focused on the most serious allegations of police misconduct. This specialization ensures that these critical cases receive dedicated and expert attention. COPA investigates the following types of incidents:
- Use of Force: All incidents involving firearm discharges, taser discharges resulting in death or serious injury, and other uses of force that result in death or great bodily harm.
- Domestic Violence: Allegations of domestic violence committed by CPD members.
- Excessive Force: Allegations of using more force than was reasonably necessary.
- Coercion: Complaints of officers coercing individuals, including through violence or threats.
- Verbal Abuse: Investigations into improper verbal conduct, including bias-based or discriminatory language.
- Improper Search and Seizure: Allegations related to violations of Fourth Amendment rights.
Promoting Transparency and Police Reform
Beyond individual investigations, a key part of COPA’s mission is to identify and address systemic issues and patterns of misconduct. 🧐 This County and City Agency analyzes data from its investigations to make policy and training recommendations to the Chicago Police Department aimed at preventing future misconduct. COPA’s work is designed to be transparent, with case-level data and final summary reports available to the public online. As a vital part of the city’s Law Enforcement and Corrections framework, COPA serves as the public’s watchdog, holding police officers accountable for their actions and working to advance the culture of policing in Chicago. 👍
