Overview
FLRA Chicago Regional Office
The Federal Labor Relations Authority (FLRA) Chicago Regional Office is located at 55 West Monroe Street in the Loop. This independent federal agency administers the labor-management relations program for non-postal federal employees worldwide. The Chicago Region specifically has jurisdiction over federal labor matters in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. The agency’s primary role is to ensure the right of federal employees to form, join, or assist labor organizations and to bargain collectively.
Key Responsibilities
The FLRA handles specific types of labor disputes and administrative actions:
- Representation Cases: The office oversees elections where federal employees choose whether to be represented by a union and determines the appropriateness of bargaining units.
- Unfair Labor Practices (ULP): Staff investigate and prosecute charges of unfair labor practices filed by unions, agencies, or individuals.
- Arbitration: The Authority resolves exceptions to arbitration awards and negotiability disputes.
Visiting the Office
The office is situated on the 11th floor of the Xerox Center (55 West Monroe). While much of the agency’s work, such as case filing, is now conducted via their electronic eFiling system, the regional office remains a hub for investigations and hearings. Visitors must present a valid government-issued photo ID at the building’s security desk to access the elevators.
