The Maine Department of Administrative and Financial Services (DAFS) serves as the principal fiscal and administrative agency for the State of Maine. - MaineIT (Office of Information Technology): As the centralized IT agency, MaineIT provides technology infrastructure, cybersecurity, and digital support for the executive branch. They manage state networks, data centers, and the digital services used by citizens to interact with the government.
- Bureau of Alcoholic Beverages and Lottery Operations (BABLO): This bureau manages the state’s liquor business and administers the Maine State Lottery. It ensures that the sale of spirits and lottery tickets is conducted responsibly and generates revenue for the state’s General Fund.
- Office of Cannabis Policy (OCP): A newer addition to DAFS, the OCP is responsible for the oversight of all aspects of legalized cannabis in Maine, including both the Medical Use of Cannabis Program and the Adult Use Cannabis Program. They handle licensing, compliance, and rule-making for the industry.
Security and Facility Access

The Bureau of Alcoholic Beverages and Lottery Operations manages transactions related to liquor licensing. For vendors doing business with the state, the Office of the State Controller manages electronic funds transfers and check issuances.
