Overview
Ensuring Safety and Standards in the Capital City
The Concord Code Enforcement, officially known as the Code Administration Division, is the municipal authority responsible for safeguarding the public health, safety, and welfare of the community through the enforcement of building and life safety codes. Located at the City Hall complex on Green Street, this division serves as the central hub for all construction-related permitting and inspections in Concord, New Hampshire . The team works diligently to ensure that residential and commercial properties comply with adopted codes, preserving the quality of life and the architectural integrity of the city.
Building Safety and Permitting
The primary function of this division is the administration of the International Building Code (IBC) and related state regulations. Property owners and contractors must visit this office to obtain building permits for new construction, renovations, electrical work, plumbing, and mechanical installations. The division’s certified inspectors conduct rigorous field inspections at various stages of construction—from foundation pouring to final occupancy—to verify compliance and safety . They also issue Certificates of Occupancy, which are legally required before any new or renovated building can be utilized.
Health and Licensing Services
Beyond construction, the division plays a pivotal role in public health. The Health and Licensing Officer oversees regulations concerning rental housing standards, ensuring that tenants live in safe and sanitary conditions. This includes investigating complaints regarding substandard housing, lead paint hazards, and other sanitary nuisances. The office is also responsible for issuing various municipal licenses, such as those for food service establishments (in coordination with state checks), hawkers, peddlers, and places of assembly .
Community Compliance
The Code Administration Division is also the enforcement arm for local ordinances. While zoning administrative functions (like appeals) are handled by the Planning Division, Code Enforcement officers investigate reported violations of zoning ordinances, sign regulations, and junk yard restrictions. They work with property owners to achieve voluntary compliance whenever possible but have the authority to issue citations for non-compliance. Visitors to the Green Street office can access the Citizen Self Service (CSS) portal kiosks or get in-person assistance with applications. Note that while walk-ins are accepted, the office operates on specific hours starting at 7:30 AM.
