Overview
Concord City Treasurer and Tax Collector
The Concord Treasurer and Tax Collector’s Office, officially known as the Treasury and Collections Division, is located in City Hall at 41 Green Street. This department is the financial engine of the city, responsible for billing and collecting revenue that funds municipal services, the school district, and the county. While the City Treasurer oversees the custody and investment of all city funds, the Tax Collector function is the primary point of contact for residents regarding payments.
Property Taxes
The division issues property tax bills twice a year (typically in July and October/November) and collects payments quarterly. Residents visit this office to pay their real estate taxes and inquire about tax balances, liens, and interest. The office works closely with the Assessing Department to ensure accurate billing, though the Collections Division focuses strictly on the receipt of payments rather than the valuation of property.
Motor Vehicle Registrations
One of the most frequent reasons residents visit 41 Green Street is for motor vehicle registration. The City of Concord acts as a Municipal Agent for the state, allowing residents to complete the entire registration process—both the City (permit) portion and the State (license plate/sticker) portion—in one location. The office handles:
- New Registrations: Issuing plates and registrations for newly purchased vehicles (requires title/CTA).
- Renewals: Processing annual renewals for cars, trucks, trailers, and motorcycles.
- Boat Registrations: The office also processes boat registrations for the state.
Note: While most transactions can be done here, some complex specialized plates or international issues may still require a visit to the state DMV on Hazen Drive.
Payment Options and Hours
The Treasury/Collections office offers extended hours on Thursdays to accommodate working residents. Payments can be made via cash, check, or credit card (subject to a convenience fee). The city has also implemented an online bill payment system and a self-service kiosk for renewals to reduce wait times. A drop box is available at City Hall for after-hours payments. The office emphasizes efficiency and financial accountability in managing the city’s resources.
