Business Finance Authority Overview
The New Hampshire Business Finance Authority (BFA) is a self-sustaining, quasi-public state agency created to foster economic development and job creation throughout New Hampshire. Located on North State Street in Concord, the BFA operates under the direction of a Board of Directors appointed by the Governor and Executive Council. The agency’s primary mission is to provide access to capital for businesses, non-profit organizations, and municipalities that may not be able to obtain adequate financing through traditional banking channels alone.
Financial Programs and Services
The BFA works in collaboration with local banks to structure financial packages that mitigate risk and encourage lending. Key programs managed at this facility include:
- Capital Access Program (CAP): A credit enhancement tool designed to help small businesses secure loans by providing a reserve fund to cover potential losses.
- Loan Guarantees: The BFA provides guarantees on bank loans, allowing financial institutions to lend to creditworthy companies that might lack sufficient collateral.
- Tax-Exempt Bond Financing: The agency issues bonds to lower borrowing costs for manufacturers, 501(c)(3) non-profits, and other eligible entities undertaking major capital projects.
- Business Energy Conservation: Specialized loan programs are available to assist businesses in retrofitting facilities for energy efficiency.
Governance and Operations
Unlike many state agencies funded by tax dollars, the BFA generates its own revenue through application and closing fees. It operates with a high degree of independence while maintaining accountability to the state government. The Concord office serves as the administrative headquarters where loan applications are processed, underwriting is conducted, and board meetings are held. The staff at this location offers expertise in complex financial structuring and works directly with business owners and lenders.
Visiting the BFA
The BFA is located at 135 North State Street, just north of downtown Concord. The building is accessible and typically offers on-site parking for visitors. Meetings with loan officers or the executive team are generally by appointment to ensure the appropriate staff members are available to discuss specific financial needs.
