Overview
New Hampshire Governor’s Commission on Disability
The Governor’s Commission on Disability (GCD) is the central state agency dedicated to removing barriers and promoting the full inclusion of persons with disabilities in New Hampshire. Now located at 54 Regional Drive, the Commission serves as a vital resource for information, education, and advocacy regarding the Americans with Disabilities Act (ADA) and state disability laws. The GCD advises the Governor, the State Legislature, and other state agencies on policies and programs that impact the disability community. Its mission is to ensure that individuals with disabilities have equal access to employment, public services, and community life.
Advocacy and Compliance Services
The Commission provides technical assistance and training on ADA compliance to businesses, state and local government entities, and the general public. This includes guidance on architectural accessibility standards, communication access, and reasonable accommodations in the workplace. The GCD manages the Client Assistance Program (CAP), which advocates for individuals receiving or seeking services from the Division of Vocational Rehabilitation. Furthermore, the Commission plays a key role in the regulation and education regarding the use of service animals, ensuring that both handlers and business owners understand their rights and responsibilities under the law.
Telecommunications and Accessibility Programs
A significant function of the GCD is the administration of the Telecommunications Equipment Assistance Program (TEAP). This initiative helps eligible New Hampshire residents with disabilities obtain specialized telephone equipment, such as amplified phones or TTY devices, to maintain effective communication. The Commission also issues accessibility guidelines for parking and serves as a clearinghouse for disability-related information. By fostering collaboration between the public and private sectors, the Governor’s Commission on Disability works tirelessly to create a state where ability is celebrated and barriers are dismantled.
