Enforcement and Public Safety
The Division of Enforcement and Licensing is the law enforcement and regulatory arm of the New Hampshire Liquor Commission. Headquartered on Storrs Street in Concord, this division is responsible for enforcing Title XIII, the state’s alcohol beverage laws, and RSA 126-K, the statutes governing youth access to tobacco. The division employs sworn Liquor Investigators who possess statewide police authority. These officers conduct criminal and administrative investigations, perform compliance checks at licensed establishments, and work collaboratively with local and state police to reduce alcohol-related crimes. Their primary mission is to ensure public safety by preventing the sale of alcohol to minors and intoxicated persons, thereby reducing drunk driving and other social harms associated with substance abuse.
Licensing and Education
Beyond enforcement, the division manages the licensing process for all businesses in New Hampshire that manufacture, sell, store, or transport alcoholic beverages. This includes restaurants, grocery stores, breweries, and direct shippers. The licensing team processes applications, renewals, and special event permits, ensuring that all operators meet the state’s strict legal and financial standards. A key component of their strategy is education; the division offers comprehensive training programs such as the Management Training Seminar (MTS) and Licensee Operational Training Seminar (LOTS). These courses are designed to teach business owners and their staff how to serve alcohol responsibly, identify fake IDs, and handle difficult situations, fostering a culture of compliance across the hospitality industry.
Auditing and Industry Compliance
The division also plays a critical role in the financial oversight of the alcohol industry. Auditors from the division monitor the flow of products to ensure that all state taxes and fees are accurately reported and paid. They inspect warehouses and distribution centers, verifying inventory against sales records. This rigorous oversight protects state revenue, which is used to fund essential public services. The division also serves as a resource for the public and the industry, providing clear guidance on the complex rules governing advertising, trade practices, and social host liabilities.
