Overview
New York State Office of General Services
Operational Support and Real Estate Management
The New York State Office of General Services (OGS), headquartered in the iconic Erastus Corning II Tower at the Empire State Plaza, serves as the operational engine of state government. Established in 1960, OGS provides a vast array of support services that allow other state agencies to focus on their core missions. As the state’s landlord, OGS manages billions of dollars in real estate assets, including the maintenance, security, and renovation of state-owned office buildings. The agency is also the central procurement authority for New York, negotiating statewide contracts for goods, services, and technology to ensure cost-effectiveness and efficiency for taxpayers.
- Procurement Services: Establishes centralized contracts that state agencies, local governments, and schools use to purchase essential supplies and services.
- Design and Construction: Oversees architectural planning, engineering, and construction management for state infrastructure projects.
- Real Estate Center: Manages the leasing, operations, and energy efficiency of state office campuses, including the Harriman Campus and the Empire State Plaza.
- Corning Tower Observation Deck: Operates the public observation deck on the 42nd floor, offering panoramic views of the Hudson Valley and Adirondacks.
Business and Public Engagement
Beyond its internal government functions, OGS plays a significant role in the public sphere. The agency manages the Empire State Plaza, hosting major community events, concerts, and markets that contribute to the cultural life of the Capital Region. OGS also oversees the distribution of federal surplus property and administers the Service-Disabled Veteran-Owned Business (SDVOB) program to promote economic inclusivity. Visitors to the Corning Tower offices or the Observation Deck must undergo security screening at the concourse level. Whether facilitating government logistics or welcoming tourists to the Plaza, OGS is central to the functioning of New York State.
