New York State Court of Claims
The New York State Court of Claims, headquartered in the Justice Building at the Empire State Plaza in Albany, New York, is the exclusive forum for civil litigation against the State of New York and certain state-related authorities. Unlike a general jurisdiction court, this court handles claims for money damages involving breach of contract, property appropriation (eminent domain), and torts such as negligence or medical malpractice committed by state employees. It does not have jurisdiction over individuals or local municipalities, only the State itself.

The Clerk of the Court maintains the official docket and accepts filings. Strict statutory deadlines apply to filing a claim or a Notice of Intention to File a Claim. The Albany office serves as the central administrative hub, although judges sit in various districts across the state. The court actively utilizes the New York State Courts Electronic Filing (NYSCEF) system, allowing attorneys and self-represented litigants to file documents online.
