Overview
Albany County Legislature
The Albany County Legislature is the governing legislative body for Albany County, New York, operating out of the Harold L. Joyce Albany County Office Building at 112 State Street. Comprising 39 elected members representing districts across the county, it is one of the largest county legislatures in the nation. This body is responsible for setting policy, enacting local laws, and adopting the annual county budget, ensuring that the needs of residents from the Hilltowns to the City of Albany are met.
Legislative Counsel and Operations
The Office of the Counsel to the Legislature provides critical legal guidance to the legislators, drafting resolutions and local laws to ensure compliance with state and municipal codes. The legislative staff also includes the Clerk of the Legislature, who maintains official records of proceedings, agendas, and minutes. The body is divided into various standing committees—such as Audit and Finance, Health, and Public Safety—that review specific issues before they are brought to the full floor for a vote.
Public Participation
The Legislature is committed to transparency and public engagement. Legislative meetings are held monthly in the Legislative Chambers on the 2nd floor and are open to the public. Residents have the opportunity to speak during the public comment period. Additionally, committee meetings are accessible to observers. The office at 112 State Street serves as the administrative hub where constituents can contact their representatives or access public records.
Visiting the Legislature
Located in downtown Albany’s historic district, the County Office Building is a secure facility. Visitors attending meetings or visiting a legislator’s office must pass through security screening, including metal detectors, in the lobby. The building is wheelchair accessible. Parking is available on-street (metered) or in nearby garages such as the MVP Arena garage.
