The Political Asylum/Immigration Representation (PAIR) Project is a distinguished non-profit organization providing free, high-quality legal services to asylum-seekers and unjustly detained immigrants in Massachusetts. Founded in 1990, PAIR has established itself as a nationally recognized model of legal excellence and collaborative, pro bono service. Our mission is to empower the immigrant community by ensuring access to justice, safety, and hope. Comprehensive Pro Bono Immigration Legal Services
PAIR offers a holistic, client-centered approach across our specialized programs, ensuring that each individual receives the expert legal care they deserve. We leverage the generosity of our pro bono partners to serve hundreds of clients each year with a remarkable success rate.
- Pro Bono Asylum Program: This is the cornerstone of our work. We provide top-tier legal representation for individuals and families seeking asylum in the United States. We assist with affirmative and defensive asylum cases before various courts, helping survivors of unspeakable horrors find safety and freedom. Our asylum program has an over 95% success rate.
- Deportation Defense Lawyers: Through our Detention Program, we are the only non-profit in the state with negotiated access to provide legal orientation at all ICE detention facilities. We represent and advise hundreds of detained non-citizens annually, a population that is twice as likely to win their cases with legal counsel.
- Family Immigration Lawyers: Our Justice for Immigrant Families Program, started in 2018, offers specialized legal care and referral coordination. We support family units, many of whom are survivors of severe trauma, as they navigate the complexities of the immigration system.
- Community Outreach and Education: We are committed to empowering the wider community by partnering with schools, healthcare providers, and other organizations to deliver ‘Know Your Rights’ presentations, ensuring immigrants understand and can exercise their constitutional rights.

We recruit, train, and mentor a network of over 1,500 volunteer lawyers who donate millions of dollars in legal services annually. Our clients come from over 90 countries, each with a unique story and a shared hope for a new beginning. We do not charge for our services, as we are dedicated to serving low-income individuals who would otherwise have no access to legal help. The work we do is made possible through the support of our community, volunteers, and donors. Situated in the historic Bulfinch Triangle neighborhood (bordering the West End and North End) of Boston, directly across from Lovejoy Wharf.
Building Location
This is a historic 5-story brick and beam office building originally built in 1899 and renovated in 1989. The building features large windows and high ceilings, and is located near landmarks such as the TD Garden, the Zakim Bridge, and the Boston Common Coffee Co.
Suite Access
Enter through the main entrance of 98 North Washington Street. Take the elevators or stairs on the ground floor to locate Suite 106, which is fully wheelchair accessible.
Parking Details
On-site parking is limited to a small surface lot behind the building, but visitors can easily use the underground North Station Garage located directly nearby, or utilize surrounding public surface lots and metered street spaces.
