The Office of Emergency Management & Homeland Security (OEMHS) is the critical coordinating body for the City of Bridgeport during times of crisis. Located within the Emergency Operations Center (EOC) on North Washington Avenue, this agency serves as the central nervous system for the city's disaster response capabilities. Its primary mission is to protect lives and property by preparing for, responding to, recovering from, and mitigating against natural and man-made disasters. The office works in close partnership with the Bridgeport Fire Department, Police Department, and state and federal agencies to ensure a unified command structure during major incidents such as hurricanes, blizzards, or large-scale infrastructure failures.
Preparedness and Communication
A key function of the OEMHS is the management of the Bridgeport Alerts notification system. The office also oversees the Community Emergency Response Team (CERT), a volunteer program that trains citizens in basic disaster response skills, including fire safety, light search and rescue, and disaster medical operations. The department maintains a Special Needs Registry for residents who may require additional assistance during an evacuation, such as the elderly or those with disabilities. While the EOC activates 24/7 during emergencies, the administrative office operates during standard business hours to handle planning, grant management, and public outreach initiatives.
