Overview
Office of Equity and Opportunity
Promoting Equality and Inclusion
Located within the historic Hartford City Hall at 550 Main Street, the Office of Equity and Opportunity (formerly the Department of Human Relations) is a vital arm of the municipal government dedicated to fostering a fair, inclusive, and equitable city for all residents and businesses. This department serves as the city’s civil rights enforcement agency, charged with the responsibility of eliminating discrimination and ensuring equal opportunity in housing, employment, public accommodations, and contracting. The office operates under the premise that diversity is Hartford’s strength, and it works tirelessly to remove systemic barriers that prevent marginalized communities from fully participating in the city’s economic and civic life. The department is also the administrative home for several critical commissions, including the Commission on Human Relations, the Commission on Refugee and Immigrant Affairs, and the Civilian Police Review Board, serving as a bridge between the community and the local government.
Key Services and Divisions
The Office of Equity and Opportunity manages a diverse portfolio of responsibilities aimed at protecting civil rights and promoting economic growth.
- Human Rights Enforcement: The department investigates complaints of discrimination based on race, gender, religion, disability, sexual orientation, and other protected classes. Staff members mediate disputes and enforce local ordinances regarding fair treatment.
- MWBE Certification: A major function of the office is the certification of Minority and Women-Owned Business Enterprises (MWBE). By certifying these businesses, the city ensures they have fair access to municipal contracts and procurement opportunities, stimulating local economic development.
- Contract Compliance: The office monitors city contracts to ensure that vendors and contractors adhere to affirmative action and equal employment opportunity requirements.
- Civilian Police Review Board (CPRB): This division receives and processes citizen complaints regarding police misconduct, providing an independent mechanism for accountability and transparency in law enforcement.
Community Engagement
Beyond enforcement, the department is deeply involved in community outreach. They organize events, workshops, and training sessions to educate the public about their rights and responsibilities. The office provides a safe space for residents to voice concerns about social justice issues and seeks to mediate conflicts before they escalate. Visitors to the office in City Hall will find a dedicated staff prepared to assist with filing complaints or navigating the certification process. As part of City Hall, the office is easily accessible via public transportation and is compliant with all ADA accessibility standards.
