Legislative Advocacy and Policy
The Commission on Women, Children, Seniors, Equity and Opportunity (CWCSEO) is a non-partisan arm of the Connecticut General Assembly, located within the State Capitol complex at 210 Capitol Avenue. This agency was formed through the consolidation of several distinct legislative commissions, including the former Connecticut Commission on Aging. As a result, it serves as the primary legislative body dedicated to studying and analyzing issues that impact the quality of life for Connecticut’s older adults, as well as other underrepresented populations. The Commission’s mandate is to inform the legislative process by providing data-driven research, policy recommendations, and public education. They work closely with state legislators to craft laws that promote independence and dignity for seniors, address the challenges of an aging demographic, and ensure equity across all sectors of society. The CWCSEO facilitates task forces, produces comprehensive reports on health and economic security, and serves as a bridge between the community and the state government.
Focus Areas: Aging and Disability
Inheriting the mission of the Commission on Aging, the CWCSEO maintains a strong focus on issues relevant to the elderly.
- Policy Analysis: The staff reviews proposed legislation to assess its impact on the senior population, focusing on areas such as long-term care, healthcare access, and retirement security.
- Community Engagement: The Commission actively engages with senior centers, advocacy groups, and the public to gather input on the needs of older residents.
- Information Resource: While not a direct service provider for individual casework (which is handled by the Department of Aging and Disability Services), the Commission is a vital resource for understanding the state’s strategic plan for aging.
Visiting the Legislative Office
The Commission operates out of the legislative facilities in Hartford. Visitors should be aware that the State Capitol and the Legislative Office Building (LOB) are secure environments.
- Security: All visitors must pass through metal detectors and have their bags x-rayed upon entry. Photo identification is required.
- Parking: Public parking is available in the Legislative Office Building Garage, and the site is well-connected to the CTfastrak bus system.
- Accessibility: The complex is fully ADA compliant, ensuring access for citizens of all abilities.
