Committee Overview
The Connecticut Bar Examining Committee (CBEC) is the administrative body responsible for the admission of attorneys to the practice of law in the State of Connecticut. Operating under the authority of the Judicial Branch, the Committee’s administrative office is located on the first floor of 100 Washington Street in Hartford. Its primary mission is to protect the public by ensuring that all individuals admitted to the bar possess the necessary legal knowledge and moral character to practice law competently and ethically.
Admissions and Examinations
The Committee manages the entire admissions process for prospective lawyers. Key functions include:
- Bar Examination: Administering the Uniform Bar Examination (UBE) twice a year (February and July). This includes the Multistate Bar Examination (MBE), Multistate Essay Examination (MEE), and Multistate Performance Test (MPT).
- Character and Fitness: Conducting rigorous background investigations to assess the moral character and fitness of applicants. This involves reviewing criminal history, credit reports, and past conduct.
- Score Transfer: Processing applications for admission by transfer of UBE scores from other jurisdictions.
- Motion for Admission: Handling applications for experienced attorneys licensed in other states who wish to practice in Connecticut without taking the examination (Admission on Motion).
Administrative Services
The Hartford office serves as the central hub for applicants. Staff are available to assist with:
- Application Filing: Guiding candidates through the electronic filing system for exam applications and updates.
- Accommodations: Processing requests for non-standard testing accommodations for applicants with disabilities (ADA).
- Certification: issuing certificates of good standing and certifying successful candidates to the Superior Court for swearing-in ceremonies.
