The Council on Environmental Quality (CEQ) is a non-partisan, independent state agency located at 79 Elm Street in Hartford. Established in 1971, the CEQ acts as the state’s environmental conscience, providing objective analysis and recommendations to the Governor, the General Assembly, and the public regarding the status of air, water, land, and wildlife resources.

- Project Review: Reviews and comments on Environmental Impact Evaluations (EIEs) for major state-funded construction projects to minimize ecological damage.
- The Environmental Monitor: Publishes the official website for notices of proposed state projects and land transfers, ensuring public awareness and opportunity for comment.
Location and Public Access
The CEQ office is situated within the state government complex across from historic Bushnell Park. The Council holds monthly meetings that are open to the public, providing a forum for discussing pressing environmental issues. Through its work, the CEQ strives to identify deficiencies in state programs and recommend legislative or administrative corrections to better protect Connecticut’s natural heritage.
