The Connecticut Birth to Three System is a state program administered by the Office of Early Childhood (OEC). While the administrative headquarters is in Hartford, the actual services are typically delivered in the child’s natural environment, such as their home or child care center. The Hartford office is situated in a secure state building; visitors for administrative meetings must pass through security and present identification.
