Division Overview

The Procurement Division of the Connecticut Department of Administrative Services (DAS) is located within the state government complex at 450 Columbus Boulevard. This division acts as the central contracting authority for the State of Connecticut’s executive branch. Its mission is to streamline the purchasing of goods and services, ensuring that taxpayer dollars are spent efficiently, transparently, and in accordance with state laws. The division serves state agencies, municipalities, and the business community by establishing and managing statewide contracts.

CTsource and Contracting

The division manages CTsource, the state’s online e-procurement portal. Through this platform, the office provides:

• Bid Solicitations: Posting Requests for Proposals (RFPs) and Invitations to Bid (ITBs) for everything from office supplies to heavy equipment and IT services.
• Supplier Registration: Registering businesses that wish to sell to the state. Vendors must create a profile in CTsource to receive notifications about relevant business opportunities.
• Contract Administration: Overseeing the lifecycle of state contracts, including compliance monitoring and renewals.

Supplier Diversity

The Procurement Division is committed to fostering an inclusive business environment. It actively administers the Supplier Diversity Program, which certifies:

• Small Business Enterprises (SBE)
• Minority Business Enterprises (MBE)

Certification allows these businesses to compete for “set-aside” contracts, helping the state meet its goals for economic equity and growth.

Surplus Property

The division also oversees the State Surplus Property Program. This program manages the redistribution and sale of used state assets (such as vehicles, furniture, and electronics). Items no longer needed by state agencies are first offered to municipalities and non-profits, and eventually sold to the public through online auctions.
