State Contracting and Purchasing
The Procurement Division of the Connecticut Department of Administrative Services (DAS), located within the State Office Building at 165 Capitol Avenue, serves as the central purchasing authority for the state’s executive branch. The move to CTsource represents a significant modernization of state contracting, replacing older paper-based systems with a streamlined, transparent online interface. Through this portal, the division publishes the ‘Daily Bid’ and provides instant access to contract awards, ensuring that all vendors have equal access to information regarding state business opportunities.
Supplier Diversity and Small Business
A core mission of the Procurement Division is to foster an inclusive economic environment through the Supplier Diversity Program. The office actively certifies Connecticut-based Small Business Enterprises (SBE) and Minority Business Enterprises (MBE), making them eligible for set-aside contracts. State law requires that a percentage of state contracting dollars be awarded to these certified entities. DAS Procurement staff provide guidance and resources to help small and minority-owned businesses navigate the certification process and successfully compete for state work, thereby stimulating local economic growth and job creation.
Surplus Property Program
In addition to acquiring goods, DAS Procurement manages the disposition of state property that is no longer needed. The Surplus Property Program oversees the redistribution of used equipment, vehicles, and furniture to other state agencies, municipalities, and non-profit organizations. Items that cannot be reused within the government are often sold to the public through online auctions.
