Overview
Connecticut House of Representatives
The People’s House
The Connecticut House of Representatives is the lower chamber of the Connecticut General Assembly, the state’s legislative body. Operating primarily out of the Legislative Office Building (LOB) at 300 Capitol Avenue and the historic State Capitol building, the House is composed of 151 members, each representing a district of approximately 23,000 residents. These State Representatives are elected to two-year terms and are responsible for drafting, debating, and voting on legislation that impacts the lives of everyone in Connecticut. The House works in conjunction with the State Senate to pass the state budget, set public policy, and oversee the functions of state government agencies.
Leadership and Committees
The House is led by the Speaker of the House, a member elected by the entire body to serve as the presiding officer. The Speaker maintains order during debates, decides on procedural matters, and assigns bills to committees. The legislative process is driven by joint standing committees, which hold public hearings and review bills before they are sent to the House floor for a vote. Key leadership roles also include the Majority Leader and Minority Leader, who guide their respective party caucuses. The Clerk of the House, whose office is located in the LOB, manages the administrative and record-keeping functions of the chamber, ensuring the daily journal and calendar are accurate and available to the public.
Public Engagement and Information
The House of Representatives is deeply committed to transparency and public participation. Residents are encouraged to contact their representatives to voice their opinions on pending legislation or to seek assistance with state-related issues. The Legislative Office Building is open to the public, offering galleries where visitors can observe the House in session. During the legislative session, typically running from January or February to May or June, the building is a hub of activity with daily public hearings, press conferences, and advocacy events. Information on bills, roll call votes, and committee schedules is readily accessible through the Connecticut General Assembly’s website, fostering an informed and engaged electorate.
The Legislative Office Building
While the House Chamber itself is located in the gold-domed State Capitol, the members’ offices and committee rooms are housed in the adjacent Legislative Office Building (LOB). Connected to the Capitol by an underground concourse, the LOB serves as the modern workspace for the legislature. It features a cafeteria, an information desk, and spacious committee rooms equipped for broadcasting. The facility is designed to be accessible, with security screening required for all visitors entering the building. This complex serves as the heart of Connecticut’s democracy, where the laws of the state are shaped and enacted.
