Property Assessment and Valuation
The Augusta City Assessor’s Office is a division of the City of Augusta’s Department of Finance and Administration, located within the Augusta City Center on Cony Street. This municipal office is responsible for discovering, listing, and valuing all real and personal property within the city limits for tax purposes. The primary goal is to ensure an equitable distribution of the property tax burden among all property owners in accordance with Maine state law. The Assessor does not determine the tax rate (mil rate) or collect taxes; rather, they establish the fair market value of properties upon which the tax rate is applied.
Records and Tax Maps
The office maintains comprehensive records for approximately 8,900 real estate accounts and 1,000 personal property accounts. These public records are essential resources for homeowners, real estate agents, and title companies. Services and information available include:
- Property Record Cards: Detailed information on building characteristics, land size, and valuation history.
- Tax Maps: Visual representations of property boundaries and lot configurations throughout the city.
- Ownership Data: Current listing of property owners and mailing addresses.
- Real Estate Transfer Tax Declarations: Processing of deeds and transfer documents.
Exemptions and Appeals
The Assessor’s Office administers various state-legislated tax relief programs that can reduce a property’s taxable value. Residents may apply here for the Homestead Exemption, Veteran’s Exemption, and exemptions for blind individuals. The office also handles the Business Equipment Tax Exemption (BETE) program for eligible businesses. Property owners who believe their assessment does not reflect fair market value or contains an error have the right to file an abatement application. These appeals must be filed in writing within 185 days of the tax commitment date. Staff are available to explain the valuation process and assist with exemption applications during regular business hours.
Office Access
Situated on the first floor of City Hall, the office is fully accessible to the public. It operates on the standard City Center schedule. While many property records, including the GIS mapping system and assessment database, are available online 24/7, the physical office provides personal assistance for complex inquiries or for filing official documents that require wet signatures.
