Overview
Advocacy and Systems Change
The Maine Developmental Disabilities Council (MDDC) is a federally funded, independent organization authorized under the Developmental Disabilities Assistance and Bill of Rights Act. Located at 526 Western Avenue in Augusta, the Council functions as a public instrumentality of the State of Maine, dedicated to ensuring that individuals with developmental disabilities and their families are fully included in community life. Unlike a direct service provider, the MDDC focuses on macro-level advocacy, capacity building, and systemic change. Its mission is to foster a state where people with disabilities are self-determined, independent, productive, and integrated into all facets of society.
Core Functions and Initiatives
The Council is composed of Governor-appointed members, including individuals with disabilities, family members, and representatives from state agencies and non-profit organizations. Its primary activities include:
- Policy Advocacy: Working with legislators and state officials to improve laws and regulations affecting the disability community.
- Grant Funding: Providing small grants for projects that promote inclusion, such as community support toolkits or leadership training.
- Education: Producing reports and resources to inform the public and policymakers about the needs and contributions of people with developmental disabilities.
- Self-Advocacy Support: Partnering with organizations like Speaking Up For Us to empower individuals to speak for themselves.
Office and Access
The MDDC office is situated in a commercial complex on Western Avenue, making it easily accessible with ample parking. While the staff works on statewide initiatives, the physical office serves as a hub for administrative operations and council meetings. The Council operates under a Five-Year State Plan that targets key areas such as healthcare access, employment, and housing. It is important to note that the Council does not provide case management or direct financial aid to individuals; rather, it works to improve the systems that deliver these services.
