Overview
Eating and Lodging Licensing
The Maine Health Inspection Program (HIP), often referred to as the Eating and Lodging program, is a division of the Maine Center for Disease Control and Prevention (Maine CDC). Located at 286 Water Street in Augusta (Key Plaza), this state agency is responsible for the licensing and regulation of food service and lodging establishments throughout Maine. Its primary mandate is to protect public health by ensuring that businesses adhere to the Maine Food Code and other sanitary regulations. The program issues licenses to a wide variety of entities, including restaurants, hotels, bed and breakfasts, youth camps, and campgrounds.
Licensing and Inspections
Before opening a new establishment or upon a change of ownership, businesses must apply for and obtain a license from this office. The program conducts:
- Pre-operational Inspections: Required for new businesses to ensure the facility meets all health and safety standards before serving the public.
- Routine Inspections: Unannounced visits to verify ongoing compliance with food safety practices, temperature controls, and hygiene.
- Complaint Investigations: Responding to reports from the public regarding unsanitary conditions or suspected foodborne illnesses.
Certified Food Protection Manager
A key requirement for most eating establishments in Maine is the employment of a Certified Food Protection Manager (CFPM). The Health Inspection Program oversees the enforcement of this rule, which ensures that at least one employee with supervisory authority has demonstrated proficiency in food safety protection. The office provides resources and lists of approved testing organizations for businesses to meet this requirement.
Administrative Services
While the physical office is in Augusta, the program encourages the use of its online portal for license renewals and application submissions to expedite processing. The office also houses the Subsurface Wastewater Team in some contexts, though the primary focus of this listing is the Eating and Lodging section. Business owners seeking technical assistance with kitchen layouts or menu reviews can contact the office to schedule consultations.
