Overview
State Environmental Agency
The Maine Department of Environmental Protection (DEP) is the primary state agency responsible for preserving, improving, and preventing diminution of the natural environment in Maine. Headquartered at the Ray Building on the AMHI Complex in Augusta, the department operates under a legislative mandate to prevent, abate, and control the pollution of the air, water, and land. The Augusta office serves as the central administrative hub for statewide environmental programs, licensing, and regulatory enforcement. It provides a critical interface for businesses, municipalities, and citizens to interact with state environmental regulators regarding compliance, permitting, and technical assistance.
Permitting and Compliance
The DEP manages a comprehensive licensing system for development and industrial activities that may impact the environment. Key regulatory areas include:
- Land Resources: Permitting for developments under the Site Location of Development Act, Stormwater Management Law, and Natural Resources Protection Act (NRPA).
- Air Quality: Monitoring and licensing for industrial emissions to ensure compliance with state and federal air quality standards.
- Water Quality: Regulation of wastewater discharges, overboard discharges, and protection of lakes, rivers, and groundwater.
- Waste Management: Oversight of hazardous waste handling, solid waste disposal facilities, and remediation of contaminated sites.
Emergency Response and Reporting
The department maintains a 24-hour response capability for environmental emergencies. This includes the containment and cleanup of oil spills and hazardous material releases. The Augusta office coordinates these response efforts and serves as a reporting center for citizens to lodge environmental complaints or report violations. The agency also oversees the Uncontrolled Sites Program, which addresses threats posed by hazardous substance contamination at sites where the responsible party is unknown or unable to pay for cleanup.
Location and Access
The main office is physically located at 28 Tyson Drive within the Eastside Campus (AMHI Complex). Visitors should note that while the physical location is Tyson Drive, the official mailing address is 17 State House Station. The facility is accessible to the public during standard state business hours. Visitors may be required to check in at the reception desk. The department encourages the use of its online portal, the Maine Environmental Licensing System (MELS), for submitting applications and payments to streamline the permitting process.
