Agency Overview
The Maine Emergency Management Agency (MEMA) is the state’s primary organization responsible for coordinating the preparedness, response, recovery, and mitigation of natural and man-made disasters. Operating under the Department of Defense, Veterans and Emergency Management, MEMA functions as the central command hub during statewide emergencies. The agency manages the State Emergency Operations Center (SEOC), which activates to coordinate resources from various state agencies, federal partners, and local organizations during significant events such as ice storms, floods, hurricanes, or public health crises.

MEMA’s mission encompasses a broad spectrum of safety and planning activities designed to protect the citizens and infrastructure of Maine. The agency develops and maintains the State Comprehensive Emergency Management Plan and provides training and exercises for local first responders and county emergency management directors. MEMA also administers federal disaster funds and grants, acting as the liaison between the state and the Federal Emergency Management Agency (FEMA).
