Public Health and Licensing
The Maine Health Inspection Program (HIP), a division of the Maine Center for Disease Control and Prevention (Maine CDC) within the Department of Health and Human Services, serves as the state’s primary regulatory body for eating and lodging establishments. Physically located at 286 Water Street in downtown Augusta, this office is responsible for the licensing and inspection of thousands of businesses to ensure compliance with the Maine Food Code and other health regulations. The program’s mission is to prevent foodborne illness and protect public health through rigorous monitoring of sanitation standards in public facilities.
Licensed Establishments
The Health Inspection Program oversees a wide range of business types. Owners and operators of the following facilities must obtain a license from this office prior to opening:
- Eating Places: Restaurants, takeout stands, mobile food vendors, and school cafeterias.
- Lodging: Hotels, motels, bed and breakfasts, and inns.
- Camps: Youth camps, sporting/recreational camps, and campgrounds.
- Body Art: Tattoo parlors, body piercing studios, and micropigmentation clinics.
- Public Pools and Spas: Municipal and commercial swimming facilities.
Inspections and Complaints
State health inspectors conduct routine, unannounced inspections to verify compliance with safety standards. They check for critical violations such as improper food temperatures, cross-contamination risks, and employee hygiene. The program also investigates complaints lodged by the public regarding sanitation issues or suspected foodborne illnesses. While the program aims to educate operators, it has the authority to enforce corrections and, if necessary, suspend licenses to protect the public. Office Access and Services
While the administrative office is on Water Street, the program encourages the use of its online portal for license renewals and applications. In-person meetings with inspectors or licensing staff often require an appointment, and some consultations may be held at the main DHHS complex on Capitol Street rather than the Water Street location. The office provides technical assistance to new business owners helping them navigate the complex regulatory requirements before they open their doors. Payment for licenses can be made via the online system using major credit cards.
