Overview
Maine Office of the Revisor of Statutes
The Office of the Revisor of Statutes (ROS) is a nonpartisan staff office of the Maine State Legislature, located in Room 108 of the State House. 🏛️ Established to ensure the clarity and accuracy of Maine’s laws, this office serves as the central production hub for all legislative instruments. The Revisor’s Office is responsible for the technical drafting of bills, amendments, and resolve, ensuring they conform to constitutional and statutory requirements before they are introduced to the House or Senate.
Primary Functions
The office performs four critical functions that drive the legislative process:
- Legislative Drafting and Editing: Transforming policy ideas from legislators into legally sound bill text. 📝
- Engrossing: The meticulous process of incorporating adopted amendments into the original bill text to create a final, unified document for enactment.
- Publishing Statutes: Producing the official Laws of the State of Maine after each session and assisting commercial publishers with the Maine Revised Statutes Annotated. 📚
- Statutory Database: Maintaining and updating the electronic database of Maine’s laws to reflect recent enactments and repeals.
Role in Government
The Revisor’s Office also serves as the Clerk of the Committee on Bills in the Second Reading. ⚖️ While the staff provides extensive technical and legal support to the Legislature, they are strictly prohibited from providing legal advice or statutory interpretation to the general public. Citizens seeking to understand how a specific law applies to them should consult a private attorney. The office’s publications and database are available online as a public service.
