Office of Economic Opportunity
The Office of Economic Opportunity (OEO) is a key division within the City of Portland’s government, located at City Hall. Established to foster a more inclusive and equitable economy, the OEO focuses on ensuring that all residents—particularly immigrants, refugees, and underserved populations—have access to the resources they need to thrive. The office serves as a bridge between the community and city services, working to eliminate barriers to employment, education, and civic participation.
