Overview
State Tax Administration
The Alcohol and Tobacco Tax Division, operating under the Comptroller of Maryland’s Revenue Administration Division, is located in the Revenue Administration Center on Carroll Street. This office is responsible for the administration and collection of state excise taxes on alcoholic beverages and tobacco products. While regulatory and licensing duties have largely shifted to the Alcohol, Tobacco, and Cannabis Commission (ATCC), this division ensures the financial compliance of manufacturers, wholesalers, and retailers within the state.
Tax Collection and Monitoring
The primary function of this division is to process tax returns and payments related to the distribution of beer, wine, distilled spirits, and cigarettes. Staff members monitor the flow of these products to ensure that all appropriate levies are collected, which funds various state and local programs. They oversee the sale of tax stamps that must be affixed to cigarette packages, serving as proof of payment. The division also handles the bonding requirements for businesses involved in the alcohol and tobacco supply chain to protect the state’s revenue interests.
Office Access and Services
Located in the Annapolis state government complex, the office provides taxpayer services for businesses needing assistance with excise tax filings. Visitors should be aware that this is a secure government facility; photo ID is required for entry, and security screening is in effect. The office generally operates on standard state business hours. For most routine inquiries, businesses are encouraged to use the Comptroller’s online services, but the Annapolis office remains a central hub for resolving complex tax account issues.
