The Thomas V. Mike Miller Jr. Senate Office Building, situated on Bladen Street within the historic State House complex, is a central facility for the Maryland General Assembly. Named in honor of the nation’s longest-serving state senate president, this building houses the individual offices of Maryland’s State Senators as well as key Standing Committee hearing rooms. It serves as a primary workspace for legislators and their staff, facilitating the drafting of bills, constituent services, and the daily operations of the legislative branch during and between the 90-day annual sessions.

Committee Hearings and Public Access

The building is designed to accommodate public participation in the legislative process. It contains four major committee hearing rooms equipped with technology for live streaming and testimony. Citizens frequently visit to testify on proposed legislation related to Budget and Taxation, Education, Energy, and the Environment, Finance, and Judicial Proceedings. During the legislative session (January to April), the hallways are often bustling with lobbyists, advocates, and residents engaging with their elected representatives.

Access to the Miller Senate Office Building is controlled to ensure the safety of officials and the public. Visitors must enter through the main entrance on Bladen Street and pass through security screening, which includes metal detectors and bag checks. All visitors are required to present a valid government-issued photo ID (such as a driver’s license) to receive a visitor badge. Prohibited items include weapons of any kind, pepper spray, and sharp objects. While cell phones are permitted, they must be silenced in hearing rooms to maintain decorum.

The facility is fully compliant with the Americans with Disabilities Act (ADA), featuring accessible entrances, elevators, and restrooms. Assistive listening devices are available for committee hearings upon request. The building is connected to other parts of the legislative complex via underground tunnels, used primarily by staff and officials. Public parking is not available on-site, but the nearby Gott’s Court and Knighton garages offer convenient options, with the Annapolis Circulator providing transit to the State Circle area.
