Overview
About the Division of Purchasing
The Jersey City Division of Purchasing acts as the central procurement authority for the municipal government, ensuring that all taxpayer funds are utilized efficiently and transparently. Operating under the Department of Administration, this division is responsible for the acquisition of all goods, services, and construction projects required by various city departments. The division strictly adheres to the New Jersey Local Public Contracts Law (N.J.S.A. 40A:11 et seq.), promoting a fair and open process that fosters competition among vendors and contractors.
Vendor Services and Bidding
- Bid Solicitations: The division manages the entire lifecycle of public bids, Requests for Proposals (RFP), and Requests for Qualifications (RFQ). All active opportunities are publicly advertised to ensure equal access for all qualified businesses.
- Qualified Purchasing Agent (QPA): The office is overseen by a state-certified QPA who ensures compliance with all regulatory thresholds and procurement practices.
- Vendor Registration: Businesses wishing to work with the city must register and comply with requirements such as the Business Registration Certificate (BRC) and Pay-to-Play regulations.
- Bid Opening: Sealed bids are received and publicly opened at designated times, often providing immediate transparency regarding pricing and competitors.
Commitment to Diversity
The Division of Purchasing works closely with the Office of Diversity and Inclusion to encourage participation from Minority and Women-Owned Business Enterprises (MWBE), Veteran-Owned Small Businesses (VOSB), and local Jersey City enterprises. This initiative aims to stimulate the local economy while ensuring the city receives high-quality services at competitive prices.
Vendors seeking to submit proposals should pay close attention to submission deadlines and strict mailing instructions, as late submissions are legally required to be rejected. The division also handles contract compliance, purchase orders, and the disposition of surplus city property through public auctions.
