Overview
FDA Office of Criminal Investigations (OCI)
The Jersey City office located at Exchange Place serves as the New York Field Office for the U.S. Food and Drug Administration’s Office of Criminal Investigations (OCI). This federal law enforcement agency is tasked with conducting and coordinating criminal investigations into violations of the Federal Food, Drug, and Cosmetic Act. Unlike standard regulatory inspections, the OCI focuses on criminal activities that threaten public health, such as the distribution of counterfeit pharmaceuticals, product tampering, and large-scale health fraud schemes. This field office oversees operations across a broad region, including New York, Northern New Jersey, and New England.
Investigative Scope
Special Agents at this location are sworn federal law enforcement officers who investigate complex criminal cases. Their jurisdiction covers a wide array of illegal activities, including:
- Counterfeit Drugs and Medical Devices: Investigating the manufacture and sale of fake or unapproved medical products that pose serious health risks to consumers.
- Product Tampering: Responding to threats or acts of malicious tampering with food, drugs, or cosmetics.
- Health Care Fraud: Uncovering schemes involving fraudulent billing, clinical trial fraud, and the promotion of unproven medical treatments.
- Cybercrime: The OCI also investigates the sale of illegal FDA-regulated products over the internet and the dark web.
Enforcement and Partnerships
The OCI works closely with other federal agencies, including the FBI, DEA, and the Department of Justice, to build cases and prosecute offenders. While this office is the headquarters for the New York Field Office, it is primarily an administrative and operational hub for agents. It is not a walk-in center for general consumer complaints regarding food quality or restaurant hygiene; those are typically handled by local health departments or the FDA’s Office of Regulatory Affairs (ORA) Consumer Complaint Coordinators. Reporting of suspected criminal activity involving FDA-regulated products can be done through the FDA’s official website.
