Passport Services and Public Records
The Essex County Clerk’s Office, located in the Hall of Records on Dr. Martin Luther King Jr. Boulevard, serves as a vital record-keeping and administrative hub for the county. One of its most utilized public services is acting as an authorized Passport Acceptance Facility. This office accepts applications for new U.S. passports on behalf of the U.S. Department of State, serving residents of Newark and the broader Essex County area. Beyond passports, the Clerk’s office is the constitutional officer responsible for filing and preserving significant legal documents related to property and commerce.
Passport Application Services
- New Applications (Form DS-11): The office processes first-time passport applications for adults and minors. Applicants must bring proof of citizenship (birth certificate/naturalization cert), valid ID, and passport photos.
- Expedited Services: For an additional federal fee, the office can process applications for expedited delivery (note: this accelerates the State Department’s processing time, not the Clerk’s acceptance process).
- Photos: Passport photo services are often available on-site for a nominal fee, ensuring compliance with strict federal photo requirements.
Other Clerk Functions
In addition to passports, the Essex County Clerk manages a vast archive of public records. This includes the recording of Land Records (deeds, mortgages, liens), the filing of Trade Names for businesses operating within the county, and the administration of Notary Public oaths. The office also handles the filing of physician licenses and veteran discharge papers (DD-214).

The office is situated at 465 Dr. Martin Luther King Jr. Blvd. Access to the Hall of Records requires passing through security screening; visitors should leave prohibited items like pocket knives or mace at home. For passport services, payments are split: the application fee must be a check or money order made out to the U.S. Department of State, while the execution fee to the Clerk can often be paid by cash, card, or money order. It is highly recommended to arrive well before closing time, as passport processing ceases earlier than the general office closing to allow for end-of-day dispatch.
