Facility and Purpose
The Superior Court of New Jersey at 212 Washington Street, widely known as the Robert N. Wilentz Justice Complex, is a cornerstone of the Essex Vicinage’s judicial infrastructure. Named in honor of Robert N. Wilentz, the former Chief Justice of the New Jersey Supreme Court who served from 1979 to 1996, this facility is dedicated primarily to the Family Division and the Special Civil Part. The building itself, the historic Gibraltar Building, was designed by Cass Gilbert and originally served as the headquarters for the Prudential Insurance Company before being converted for court use in the late 1990s. Today, it stands as a modern center for family law, equipped to handle sensitive and emotionally charged cases with the dignity and security they require. The complex houses numerous courtrooms, judges’ chambers, and administrative offices that support the comprehensive legal needs of Essex County families.
Family Division Services
The Family Division located within the Wilentz Justice Complex addresses a broad spectrum of domestic and juvenile matters. This includes the dissolution of marriage (divorce), non-dissolution cases involving unmarried parents, and child custody and visitation disputes. The court is also the venue for juvenile delinquency hearings, where the focus is on rehabilitation and accountability for youth offenders. A critical function of this facility is the adjudication of domestic violence cases and the issuance of Final Restraining Orders (FROs), providing essential protection for victims of abuse. Furthermore, the Children in Court (CIC) unit handles cases involving child abuse and neglect, working closely with the Division of Child Protection and Permanency (DCP&P) to ensure the safety and well-being of minors. The complex also houses the Child Support Enforcement Unit, which oversees the establishment and enforcement of support orders.
Special Civil and Equity
In addition to family matters, the Wilentz Complex is home to the Special Civil Part of the Law Division. This department handles civil cases where the monetary amount in dispute is limited (typically up to $20,000), as well as landlord-tenant disputes and small claims. This section of the court is vital for the swift resolution of everyday legal conflicts, such as security deposit returns, contract breaches, and eviction proceedings. The General Equity Part, which handles cases seeking non-monetary relief such as injunctions and specific performance, also operates within the Essex Vicinage, often coordinating with administration housed in this or adjacent facilities.
Security and Accessibility
Given the sensitive nature of family and domestic violence cases, the Wilentz Justice Complex maintains a high level of security. Sheriff’s officers staff the entrance, utilizing metal detectors and X-ray machines to screen all visitors. The building is designed to ensure safety, with separate waiting areas often available for opposing parties in volatile domestic situations. The facility is fully ADA compliant, featuring accessible entrances and elevators. Interpretation services are available for non-English speakers, reflecting the diverse population of Newark and Essex County. Visitors are advised to refrain from bringing children unless their presence is explicitly required by the court, as the environment can be stressful and unsuitable for minors not involved in the proceedings.
