Planning the Region’s Future: NJTPA
The North Jersey Transportation Planning Authority (NJTPA), headquartered at One Newark Center, is the federally authorized Metropolitan Planning Organization (MPO) for the 13-county northern New Jersey region. Serving a population of nearly 7 million people, the NJTPA provides the forum where local elected officials, state agencies, and transportation providers come together to decide how to spend federal transportation funds. With an annual oversight of more than $3 billion in transportation investments, this agency is a critical engine for maintaining and improving the roads, bridges, transit systems, and freight networks that keep the region moving.
Governance and Representation
The NJTPA is governed by a Board of Trustees that includes 15 local elected officials—one from each of the 13 member counties (such as Essex, Bergen, and Hudson) and representatives from the cities of Newark and Jersey City. The Board also includes the Commissioner of the NJ Department of Transportation (NJDOT), the CEO of NJ TRANSIT, and other key stakeholders. This structure ensures that transportation planning decisions are driven by local needs while coordinating with statewide and regional goals.
Key Programs and Plan 2050
The agency’s work is guided by its long-range transportation plan, currently known as Plan 2050: Transportation, People, Opportunity. This comprehensive document outlines the vision for the region’s infrastructure over the next decades, focusing on:
- Infrastructure Preservation: Prioritizing the repair of aging bridges and pavement (”Fix it First”).
- Safety: Programs like ”Street Smart NJ” aimed at reducing pedestrian and cyclist fatalities.
- Freight Planning: managing the flow of goods from the Port of New York and New Jersey, one of the busiest in the nation.
Funding and Grants
The NJTPA administers various federally funded grant programs that are accessible to local municipalities and counties. These include the Local Safety Program, which funds high-impact safety improvements at dangerous intersections, and the Transportation Alternatives Set-Aside, which supports community-based projects like bike paths and streetscapes. Staff at the Newark headquarters work closely with subregional partners to guide these projects from concept to construction.
Visiting the Agency
The NJTPA offices are located on the 17th floor of One Newark Center (1085 Raymond Boulevard), a prominent office tower connected to Newark Penn Station via the Gateway Center skywalks. This location makes it highly accessible by NJ TRANSIT trains, PATH, and Amtrak. As a public agency, the NJTPA holds regular Board meetings that are open to the public, providing an opportunity for citizens to voice their opinions on regional transportation issues. Visitors must check in at the building’s security desk in the lobby before proceeding to the elevators.
