Overview
About the State Board of Psychological Examiners
The New Jersey State Board of Psychological Examiners, headquartered at 124 Halsey Street in Newark, is the state agency dedicated to protecting the mental health and well-being of the public. Operating under the Division of Consumer Affairs, this Board regulates the practice of psychology to ensure that all practitioners meet high standards of competence, ethics, and professional conduct. The Board is the gatekeeper for the profession, managing the licensure of thousands of psychologists and overseeing the conduct of those entrusted with the sensitive mental health data of New Jersey residents.
Licensure Requirements
Obtaining a license to practice psychology in New Jersey is a rigorous process overseen by the Newark office. The Board evaluates candidates based on strict criteria:
- Doctoral Degree: Candidates must hold a Ph.D., Psy.D., or Ed.D. in psychology from an accredited institution.
- Supervised Experience: Applicants must document at least 3,500 hours of supervised clinical experience, a portion of which must be completed post-degree.
- Examinations: The Board administers the Jurisprudence Examination (covering NJ specific laws) and requires passing scores on the national Examination for Professional Practice in Psychology (EPPP).
The Board also issues Temporary Permits for unsupervised and supervised practice to allow qualified residents to work while completing their final licensure requirements.
Consumer Protection and Ethics
The Board’s primary mandate is consumer safety. It investigates complaints regarding:
- Professional Misconduct: Including boundary violations, breach of confidentiality, and improper record keeping.
- Unlicensed Practice: Taking action against individuals calling themselves “psychologists” without a license.
- Insurance Fraud: Investigating billing irregularities.
If a psychologist is found to have violated the Practicing Psychology Licensing Act, the Board has the power to revoke or suspend licenses, mandate supervision, or levy significant civil penalties.
Continuing Education
Psychology is an evolving field, and the Board ensures practitioners stay current. Licensed psychologists must complete 40 credits of Continuing Education (CE) every biennial renewal period. The Board strictly enforces specific requirements within these credits, including mandatory training on Domestic Violence and the risks of Opioid Abuse. The Newark office conducts random audits of licensees to verify compliance with these educational mandates.
Visiting the Office
The Board of Psychological Examiners is located in the Division of Consumer Affairs building. The board holds monthly public meetings where they discuss policy changes and review disciplinary matters (public sessions only). Visitors to 124 Halsey Street should expect airport-style security screening. The staff at this location primarily handle complex application reviews and disciplinary investigations, while standard renewals are processed online.
