The Department of Planning and Development is the City of Albany’s primary agency for guiding the physical evolution of the city. Its mission is to ensure that development in Albany aligns with the community’s vision as outlined in the Albany 2030 Comprehensive Plan. - Zoning Administration: Enforcing the Unified Sustainable Development Ordinance (USDO), which governs land use, density, and building design. Staff review applications for area and use variances.
- Historic Preservation: Overseeing the protection of Albany’s rich architectural heritage. The department reviews Certificates of Appropriateness for alterations to properties in historic districts.
- Development Review: coordinating the Site Plan Review process for major commercial and residential projects to ensure they meet safety, environmental, and aesthetic standards.
- Long-Range Planning: Developing neighborhood-specific plans and implementing initiatives like the waterfront revitalization and bicycle/pedestrian master plans.
- Community Development: Managing federal CDBG and HOME grants to support affordable housing and neighborhood stabilization.
Location and Public Access
The department is housed in the 200 Henry Johnson Boulevard building, often referred to as the Community Development Agency building. It is situated north of downtown, near the intersection with Livingston Avenue. Visitors can access the permit counter on the first floor to submit applications or consult with planners. The facility is accessible to the public during standard business hours, though appointments are recommended for complex project consultations.
