Overview
NYS Legislative Office Building (LOB)
The Legislative Office Building (LOB), located at 198 State Street, is a central component of the Empire State Plaza complex in Albany. While the historic State Capitol serves as the ceremonial seat of government, the LOB functions as the primary workspace for the New York State Assembly. This modern facility houses the offices of Assembly members, their staff, and various legislative committees, making it the daily hub of political activity and constituent service in the state capital.
Facilities and Functions
The LOB is connected to the State Capitol via an underground concourse, allowing for seamless movement between the two buildings during legislative sessions. Key features include:
- Committee Meeting Rooms: The building hosts numerous public hearings and committee meetings where bills are debated and testimony is heard.
- The Well: A large open area often used for press conferences, advocacy displays, and public gatherings.
- Legislative Offices: Constituents visiting Albany to meet with their Assembly representative will typically have their appointments in this building.
Security and Access
Public access to the LOB is controlled through strict security checkpoints. All visitors must pass through metal detectors and have their bags x-rayed upon entry. Valid photo identification is required for all adults. The primary public entrance is from the State Street side or through the Empire State Plaza Concourse. While the building is a public space, access to specific member offices may require an appointment.
Location and Transit
Situated across from the Alfred E. Smith Building and adjacent to the Swan Street Building, the LOB is easily accessible via CDTA public transit. The location is served by major bus lines running along State Street and Washington Avenue, connecting it to the wider Capital Region. Parking is available in the visitor lots underneath the Empire State Plaza, though rates apply.
