Department of Financial Services Overview
The New York State Department of Financial Services (DFS), formerly known as the New York State Insurance Department, is the regulatory body responsible for supervising the insurance and banking industries in New York. The Albany office is located in One Commerce Plaza (99 Washington Avenue). This agency was created to modernize financial regulation, merging the functions of the Banking Department and the Insurance Department to better protect consumers and ensure the stability of the financial markets.
Licensing and Regulation
The Albany office is a primary hub for the Licensing Services Bureau, which oversees the credentialing of insurance professionals. This division manages:
- Agent and Broker Licensing: Processing applications and renewals for individuals and entities selling life, health, property, and casualty insurance.
- Continuing Education: Monitoring compliance with education requirements for licensees.
- Company Supervision: Ensuring that insurance companies operating in New York remain solvent and adhere to fair practice laws.
Consumer Assistance
DFS plays a critical role in consumer protection. The Consumer Assistance Unit helps New Yorkers resolve disputes with financial institutions and insurance companies. They investigate complaints regarding denied claims, premium hikes, and disaster-related financial issues. The agency also administers Healthy NY, a program providing affordable health insurance options for small businesses.
Facility Access
One Commerce Plaza is a major state office building located near the State Capitol. Visitors must check in at the security desk in the lobby and present a valid photo ID to access the upper floors. While many licensing functions are now handled via the online DFS Portal, the office remains an administrative center for regulatory affairs.
