Overview
New York State Department of Health: Headquarters
Agency Overview
The New York State Department of Health (NYSDOH) maintains its central headquarters within the Corning Tower at the Empire State Plaza in Albany. As the primary agency responsible for the health and well-being of over 19 million New Yorkers, this location serves as the administrative nerve center for statewide public health policy, regulation, and program management. Established in 1901, the Department’s mission is to protect, improve, and promote the health, productivity, and longevity of all state residents. The staff at this facility oversee a vast array of critical functions, including the regulation of hospitals and nursing homes, the management of the Medicaid program, and the coordination of emergency preparedness and response to public health threats such as infectious disease outbreaks.
Key Functions and Services
While this location is the administrative hub, it is important to note that walk-in services for Vital Records (Birth, Death, Marriage Certificates) are located separately at 800 North Pearl Street in Menands, not at the Corning Tower. The Corning Tower offices are dedicated to:
- Public Health Policy: Developing and implementing regulations that govern sanitation, disease control, and health equity.
- Facility Oversight: The Division of Hospitals and Diagnostic & Treatment Centers monitors compliance with state standards to ensure patient safety.
- Professional Misconduct: The Office of Professional Medical Conduct (OPMC) investigates complaints against physicians and physician assistants.
- Health Insurance Programs: Administration of NY State of Health, the official health plan marketplace, and other coverage initiatives.
- Wadsworth Center Coordination: While the labs are located elsewhere, administrative oversight for the state’s public health laboratory connects through these offices.
Location and Access
The Department occupies multiple floors of the Erastus Corning 2nd Tower, the tallest building in New York State outside of New York City. Access to the upper floors is restricted to authorized personnel and visitors with scheduled appointments. All visitors must pass through security screening in the lobby, including metal detectors and bag checks, and must present a valid government-issued photo ID. The Empire State Plaza is a major government complex connected by an underground concourse, offering access to parking, food courts, and other state agencies.
