Mission and Purpose
The New York State Division of Human Rights (DHR) maintains its Capital and Central Region office within Agency Building 1 at the Empire State Plaza. Created to enforce the New York State Human Rights Law, this agency is dedicated to ensuring that every New Yorker is afforded equal opportunity and is free from unlawful discrimination. The Division investigates, prosecutes, and adjudicates complaints of discrimination in areas such as employment, housing, credit, public accommodations, and educational institutions. It stands as a protector of civil rights, addressing violations based on race, creed, color, national origin, sexual orientation, military status, sex, age, marital status, domestic violence victim status, disability, and other protected characteristics.
Services for the Public
The Albany regional office is the primary point of contact for residents of the Capital District and surrounding counties who believe they have been victims of discrimination. Key services include:
- Complaint Investigation: Accepting and investigating formal complaints filed by individuals. The process involves fact-finding conferences, witness interviews, and the review of evidence to determine if there is probable cause to believe discrimination occurred.
- Mediation and Settlement: Facilitating conciliation between parties to reach mutually agreeable resolutions without the need for a public hearing.
- Education and Outreach: Providing information to employers, housing providers, and the community about their rights and responsibilities under state law to prevent discrimination before it happens.
Filing a Complaint
Filing a complaint with the Division is free of charge and does not require an attorney. While complaints can be initiated by mail or online, the Albany office provides a physical location where individuals can seek assistance or submit notarized complaint forms. It is critical to note that complaints must generally be filed within one year of the alleged discriminatory act (or three years for certain gender-based harassment or sexual harassment claims).
Location and Security
The office is located on the 2nd Floor of Agency Building 1 in the Empire State Plaza complex. As with all state buildings in the Plaza, visitors must pass through security screening in the lobby. A valid photo ID is required to enter the building. The location is easily accessible via public transportation and is connected to the underground concourse system.
