NYS Department of Corrections and Community Supervision (DOCCS)
The New York State Department of Corrections and Community Supervision (DOCCS) is headquartered at the W. Averell Harriman State Office Campus in Albany. Formed by the 2011 merger of the Department of Correctional Services and the Division of Parole, this agency is responsible for the care, custody, and treatment of individuals sentenced to state prison, as well as the supervision of those released on parole or post-release supervision. The central office at 1220 Washington Avenue (primarily Building 2) provides administrative oversight for the state’s correctional facilities and community supervision bureaus.
Agency Mission and Functions
From this headquarters, the department manages a massive operation focused on public safety and rehabilitation. Key functions administered here include:
- Facility Operations: coordinating the security, health services, and programming for dozens of correctional facilities statewide.
- Community Supervision: establishing policies for Parole Officers who supervise released individuals, helping them reintegrate into society while monitoring compliance with release conditions.
- Ministerial and Family Services: Facilitating family reunion programs, religious services, and visitation policies to maintain family ties.
- Office of Special Investigations (OSI): conducting internal investigations to ensure integrity and accountability within the department.
Public Services
While the Harriman Campus headquarters is primarily an administrative hub, it serves as a point of contact for specific public inquiries. The Central Files unit handles records requests, and the Office of Victim Assistance provides support and notification services to victims of crime. Family members of incarcerated individuals often contact the central office to resolve issues regarding visitation, medical care, or transfer requests that cannot be handled at the facility level.
Location and Access
The Harriman State Office Campus is a large government complex located in western Albany. Building 2 is the main administrative building for DOCCS. Access to the building is restricted; visitors must have an appointment and pass through security screening. There is no prison facility at this location; it is strictly an office environment. The campus is accessible via CDTA bus routes and offers parking for official visitors.
