OPWDD Central Office Overview
The New York State Office for People With Developmental Disabilities (OPWDD) is the executive agency responsible for coordinating services for more than 120,000 New Yorkers with developmental disabilities. Headquartered at 44 Holland Avenue in Albany, this agency provides the framework for a system of care that includes intellectual disabilities, cerebral palsy, Down syndrome, autism spectrum disorders, and other neurological impairments. The Central Office oversees the statewide network of support, regulatory compliance, and policy development, ensuring that individuals can live productive lives in their communities.
The Front Door and Services
Access to all OPWDD-funded services begins with the Front Door process, which determines eligibility. While the Central Office manages the administration, it coordinates a vast array of services delivered through state-run operations and a network of over 500 non-profit providers. Key service areas include:
- Housing: Options ranging from 24-hour residential group homes to supported apartments for those living more independently.
- Employment: Supported employment programs that help individuals find and retain competitive jobs in the community.
- Family Support: Respite services, recreation, and counseling designed to assist families caring for a loved one at home.
- Self-Direction: A model that allows individuals (and their families) to control their own budget and hire their own support staff.
Administration and Resources
The Albany headquarters houses the Commissioner’s office and critical administrative divisions such as the Division of Quality Improvement, which handles incident management and audits. It is also the center for the Institute for Basic Research in Developmental Disabilities (administratively linked) and policy formulation for the Medicaid Home and Community-Based Services (HCBS) Waiver. Visitors to 44 Holland Avenue are typically there for administrative meetings, hearings, or regulatory business.
