Overview
NYS Office of Victim Services (OVS)
The New York State Office of Victim Services (OVS) creates a safety net for individuals who have suffered from victimization, providing a critical layer of financial and legal support. Headquartered in the Alfred E. Smith State Office Building in downtown Albany, the agency serves as the payer of last resort for innocent victims of crime. This means that after all other sources of payment (such as health insurance or workers’ compensation) are exhausted, OVS can reimburse eligible out-of-pocket expenses related to the crime.
Compensation and Reimbursement
One of the agency’s primary functions is processing compensation claims. Victims of crimes causing personal injury, death, or loss of essential personal property may be eligible for reimbursement. 🩺 Covered Expenses: The office frequently covers medical and counseling bills, funeral and burial costs (up to a specific limit), lost wages, and crime scene cleanup. They also provide funds for essential personal property (like eyeglasses or clothes) damaged during the crime, though strictly cash losses are capped.
Advocacy and Grants
Beyond direct compensation, OVS administers a vast network of Victim Assistance Programs (VAPs) across the state. These grants fund local non-profits, police departments, and hospital-based programs that provide direct services such as crisis counseling, advocacy, and emergency shelter. The OVS Legal Unit also advocates for the rights of crime victims, ensuring their voices are heard during criminal justice proceedings.
- Emergency Awards: Expedited funds for victims facing immediate financial hardship.
- Victim Rights: Assistance with Victim Impact Statements and parole board notifications.
- Forensic Rape Exams: Direct reimbursement to hospitals for sexual assault examinations.
