Battery Park City Authority (BPCA)
Agency Mission
The Battery Park City Authority (BPCA) is a New York State Public Benefit Corporation tasked with the planning, development, construction, and maintenance of the Battery Park City neighborhood. Located on the southwest tip of Manhattan, this 92-acre community is a model of sustainable urban development. The Authority oversees the maintenance of the area’s 36 acres of parks and public spaces, manages real estate agreements for ground leases, and operates the local community center at Stuyvesant High School.
Community Services
From its offices at 200 Liberty Street (Brookfield Place), the BPCA manages a wide array of services for residents and visitors. These include:
- Parks Programming: Organizing hundreds of free public events, gardening programs, and art installations annually.
- Permits and Licenses: Issuing permits for special events, wedding photography in the parks, and athletic field usage.
- Sustainability: Leading resiliency projects to protect the neighborhood from storm surges and promoting green building standards.
Visiting the Office
The BPCA headquarters is located on the 24th floor of 200 Liberty Street. Members of the public may visit to review public records (FOIL requests) or handle specific permitting matters, but it is highly recommended to schedule an appointment in advance to ensure the appropriate staff member is available. As the office is within a commercial office tower, visitors will need to present valid photo identification at the lobby security desk to be issued a visitor pass.
