Manhattan Community Board 1 (CB1) is the local advisory body representing the diverse and historic neighborhoods of Lower Manhattan. Its district encompasses the Financial District, Battery Park City, Tribeca, the Seaport, the Civic Center, and the islands of Ellis, Liberty, and Governors. As the first rung of city government, the Board plays a vital role in shaping the quality of life for residents and businesses in the area where New York City began.
Key Responsibilities
The Board consists of up to 50 unsalaried volunteer members appointed by the Borough President. They conduct monthly public hearings and committee meetings to address local concerns. Their primary functions include:
- Licensing: Reviewing and issuing recommendations on liquor license applications and sidewalk café permits.
- Land Use and Zoning: Advising on city planning proposals, variances, and new developments to ensure they fit the neighborhood’s character.
- Quality of Life: Addressing noise complaints, sanitation issues, and park maintenance concerns.
Office Location and Access
The administrative office of CB1 is located in the landmark David N. Dinkins Municipal Building at 1 Centre Street. Because this is a secure government building, visitors must pass through airport-style security screening in the lobby. Valid photo identification is strictly required for entry. While the staff handles day-to-day operations and constituent services during business hours, the full Board meetings are typically held in the evenings at various locations within the district to maximize public participation.
